One way to make buildings more sustainable is with energy performance contracts (EPCs). European research from the H2020 guarantEE project shows that EPCs work for more types of projects than initially thought. In addition, realizing EPC projects is no more expensive than traditional projects.

In an EPC, a building owner makes agreements with a management and maintenance company about the provision of energy services. This executing party is also called an Energy Service Company (ESCo). The ESCo gives guarantees in the EPC to save energy.

 

European research into EPC market


With the EPC market, Europe can achieve the climate goals faster and more efficiently. The European Union therefore wants to promote the use of EPCs. With the guarantEE project, RVO.nl and 12 European partners investigated how this can best be done. Now that the project has been completed, the partners are making some recommendations.

 

Dispel myths about EPCs


A first recommendation is to dispel stubborn myths. For example, it is wrongly thought that EPCs can only be applied if you need external financing. Furthermore, the guarantEE partners establish that EPCs are also suitable for smaller projects. And the start-up of EPC projects is no more difficult, longer and more expensive than that of traditional projects.

 

Important role for EPC facilitators


There are other recommendations in the recently published final report from guarantEE. For example, EPC facilitators play an important role. They guide the client in the project. According to guarantEE, this new profession must be recognized nationally. Training and certification must guarantee the quality of EPC facilitators. Another recommendation is to guarantee energy performance in all energy saving projects. These performances must be measurable and verifiable.
